As far as i known the only firm with a read/write partition is openwrt.

For the other one´s you only can change nvram values. Could be a posibility 
store the splashscreen-url in a nvram-value and download at boottime with 
wget from another server?

I will try to make a port of the ewrt-splash to openwrt
