Today it is option #1. However, option #2 could be scripted very
easily, since the crontab, nocat.conf, etc are stored on a memfs
filesystem (/tmp). Is there much interest for #2?

The README file (http://portless.net/cgi-bin/cvsweb.cgi/ewrt/README)
explains how to do compile your own. replace the files in
src/router/splish/htdocs/ with your own and voila!

For PTP members and other community wireless groups I have no problem
re-rolling an image with their own HTML code. I am easily bribed, but I
could also help you set this up on any Linux box.

Pretty easy to do, given the current documentation. You may even be
able to compress the Build Environment setup into "hey, download this
tarball".
