I'm assuming you've gone through the adminsitive interface and enabled
nocat.

Have you checked /tmp/services.out?  Does it have error messages in the
form:

  ** ERROR **: Can't open /tmp/splish/etc/nocat.conf: No such file or
directory
  aborting...

If so, you need to telnet to the WRT54G and:

      mkdir -p /tmp/splish/etc
      cp /etc/nocat.conf /tmp/splish/etc

and reenable nocat from the web administrative interface.
