Added ability to change the other NoCat Variables, and made the nvram
variables all follow the format of NC_<variable name>.
          NC_enable
          NC_GatewayName
          NC_Homepage
          NC_ExcludePorts
          NC_Verbosity
          NC_LoginTimeout
          NC_DocumentRoot
          NC_RouteOnly
          NC_AllowedWebHosts

Warning, by changing these variables you restart Splashd.  Many times the
new instance of splashd dies, because it cannot grab its socket.

We have had a problem with WDS partners losing their WDS links if both
reboot at the same time, or if one neighbor is powered off for a long enough
period.  I added a hack to ensure that WDS links could be hard coded and
remain through reboots.  The new NVRAM variables are WDS_[0,5], and it now
creates a start_wds_init.sh with a coresponding wds_init.out file.  This
should eventually be cleaned up once the eds issue is investigated further.
